What is the cheat code to unlock the intire map?

ummm...


well sorry i cant really help you with that one but if you get the cheat for: cars can
fly, then you can use that to fly around the all the islands and the
police/helicopters/planes cant catch up to you when you are flying a car.
oh and you can bounce off building when flying the car and get mega points

okay


if you cheat for cars can fly and never wanted you can do everything even drive everywhere
(if you find the right roads)

Easiest way (glitch)


enable cars fly then fly really far off the gameplay the map should be entirely unlocked

at starting cutseen enable jetpack cheat while inside police car you get wasted at end of
cutseen and should have unlocked many many stuff such as all barriers gone all weapons in
ammunation and be able to buy all properties.
