go to taverns and sometimes they will be there plus you can haggle until they pay you to work

Hiring officers can only be done in taverns, they will be sitting down at a table and all
you have to do is talk to him. some times they will be on the second floor too. he will
tell you his skills and the hiring price. once hired, you can look at his skills and
reputation, as-well as swap items with him. this is cool becouse they will usually have
gold wich u can take. officers will gain expirience just as you do. you can keep them on
a your ship or have them walk around with you and help you fight. or, you can place him as
captain of a ship. having multiple officers with different skills can be very helpfull.

you will occasionnally find one in the taverns. talk to him. he wwill ask you if you want
to hire him. if you have enough money, then you can say yes.
