First of all OICW is the cool looking, all in one machine gun. Once you have selected that gun, on the left side of the PSP, press the left arrow button (not the motion joystick) and some choices will pop up on the right side in the screen. Continue to hold the left arrow button and press X to scroll down to the Square looking thing with two parenthesis look alike, you should only need to scroll once, and then let go. Now go find the buidings that have the yellow Square looking thing with two parenthesis look alike on the buildings usually towards the top. point at it and hold down the shooting button (top right), hold it down until the buzzing noise stops. There should only be two buildings that you need to do this to then when you are done, automatically the airplanes will strike. Good luck, it took me days to figure this out.
