You can speech check him with 100 or even 75 speech.

Note: But with 75 speech you will fail the first attempt, then you must lie the second
time.

just get a very powerful melee weapon and when hes close enough get him with v.a.t.t.s/but
make sure your weapon is really strong then keep on hitting him then as soon as you can do
it again its really easy and im 12

blow he head off then tea bag him (anti m rifle awesome!!!!!)
