The Xbox 360 does conform to regional lockout, though it's not quite that black-and-white.
Firstly you should know only some games are region locked; It depends on how the game publisher wants to market it.
Secondly, these are the regions and their codes:
Japan and Asia (NTSC-J)
North America (NTSC U/C)
Europe and Oceania (PAL, PAL/E)
China (NTSC-C)
If you got your console outside of the North American region, then you will need to be aware that your console won't be compatible with every game on the game shop shelves.
There are a few things you can do. 1 - Always check the fine print on the back of the game case for any region locking details. I'm not sure if there always is, or if it tells if it isn't region locked, but it should at least tell if it is . 2 - Ask the salesperson. Can't guarantee that they will know, but you might be surprised. 3 - Google it. Look on the Wikipedia page, maybe find a site that lists Xbox 360 games by region locking, or something like that.
Alternatively, if you bought the console recently I'd suggest trying to get a refund. With the American economy in such a bad state you could probably buy another Xbox 360 Elite once you get there and save some money too!
Hope this helps.
