Join the fighters guild and do the desolate mine quest. Bribe the 3 people at the mine. Root out all of the goblins. Then go 2 the imperial market district and go 2 the mystic emporium. Buy the spell named touch of rage. Then go 2 the jail district and at the top of the stairs, they'll be there. Then use the touch of rage on them and the guards should attack them (naturally save before attempting). Then search their bodies and take the loot. To get more money, wait for 24 hours then come back 2 the imperial jail district and use the touch of rage and collect the loot. Repeat as necessary!
