Can u ride a drogon on the Xbox version of oblivion?


I am only lvl 17 but I saw a lot of videos of people riding dragons around Cyrodil. Can you do this or do you have to hack the game or somthing. And im talking about the 360 version, not the pc version.

how the hell do u get to lvl 150?!?! i'm maxed on all my main skilz cept 1(lvl 46) and
only lvl 40
