i dont think fort bulwark is a real place and if it is where is it

Fort Bulwark is a medium fort northeast of Leyawiin containing conjurers. It contains
three zones, all of which are named Fort Bulwark.

The only way this location would be absent from your game is if the Knights of The Nine
expansion isnt available on your version. If the KoTN is available the location then
becomes essential to that questline and would definetly be there.
