Dark Elves have 50 extra Magicka, and 75% resistance to fire.
Bretons have 50 points more magica, and small resistances to magic.
Choose the High Elf, born under the Atronach, and keep increasing your Intelligence to
100!

Maximizing Magicka
Players interested in maximizing their magicka will want to select an Altmer with the
atronach birthsign. Further enhancements are possible by:
Enchanting every item with Fortify Magicka Transcendent Sigil Stones (+50 Magicka). This
is the most powerful possible custom Fortify Magicka enchantment. Nine enchanted items can
be worn simultaneously, yielding +450 Magicka.
The level 25+ Necromancer's Amulet can be worn in place of one custom enchantment. This
amulet fortifies Magicka by 130 points and fortifies intelligence by 14 points.
Possessing the Scales of Pitiless Justice, which adds two points to your intelligence.
Waiting until your Intelligence is at 100 to do the Hermaeus Mora Daedric quest, allows
you to get your base intelligence to 110.
All combined, these would yield a total Magicka of 1032, which is the highest constant
effect amount possible in the game without any mods. Higher values are temporarily
possible by also using potions, Doomstone powers, scrolls, and/or spells.
The Official Plug-ins add two possible additional magicka enhancements:
Using the Shivering Isles' Felldew withdrawal exploit allows a possible 15 extra
Intelligence points.
From the Knights of the Nine, Julianos' Blessing bestows a +5 Intelligence boost.
With these, it is theoretically possible for your Intelligence to have a base value of
125, with an additional +21 constant effect enhancement. The resulting maximum, constant
effect value for Magicka is 1072.
NOTE: All characters with the Atronach birthsign naturally have Stunted Magicka.
If you have Stunted Magicka (either permanently or temporarily from a disease) you will
need to replenish magicka reserves yourself, instead of just waiting for your magicka
return. Three effects can be used to replenish magicka:
Restore Magicka
Absorb Magicka
Spell Absorption

Perma-Duping
another way to raise your magicka , is to perma-dupe magicka related items , a great and
efficient way to do so , is to find the "fortify magicka" transcendent sigil stone
obtained at level 17+ , and duplicate the item several times , and create , at an alter of
enchantment as many fortify magicka items as you can or need , since a regular item can
only be perma-duped once , self-enchanted items can be re-created as many times as
possible , therefore yielding an unlimited number of uses.
PERMA-DUPING :
Step 1 : you will need at least 4 scrolls of the same kind. At the very beginning of the
game , in the IC's market district there is a shop called mystic emporium , there the elf
sells 16 of the same scroll. It would be better if you had 4 of the same scroll , and 2 of
another scroll.
Step 2 : cool you found a ring (could be an amulet or piece of equipement like a shield)
but the enchantement is rather weak (or the armor is ugly) and you dont plan on keeping it
, but where is the harm in getting the enchament without having to wear the item???
Step 3 : go into your items menu , DOUBLE-CLICK on your scroll that you have 2 of , then
without leaving the menu , drop the enchanted item , now you should have two of them
(sometimes the first attempt dosen't work try again).
Step 4 : Make sure you now have two of the same enchanted item , now equip one. You should
see one ring highlighted as it is equipped and the other one "un-higlighted". Go into your
items menu , DOUBLE-CLICK on the scroll you have FOUR(4) of , and without leaving the menu
, drop the UN-EQUIPPED version of the item. You should notice that now BOTH items have
been dropped. That means it worked. Pick the items up (if you want) , and try to re-equip
the item. You should get a message saying "this item cannot be equipped now" that also
means it worked. Check your status menu and the enchantment WILL be there permanently.
Using this method , you could have as much magicka as desired , (5000+) , and therefore
creating even more devastating spells , this method can also be used to increase all of
your attributes and skills , way above the 100 limit.
NOTE: some enchantments should not be perma-duped , such as LIGHT , DETECT LIFE ,
CHAMELEON , since you might get bored of their effects , and wont be able to rid yourself
of them. do not perma-dupe , the GRAY COWL OF NOCTURNAL , since you will also perma dupe
the infamy and bounty on the cowl.
Unfortunately , in some more recent games duplication is unavailable , hope this isnt the
case in your game.
Also , some players feel that duplication and hence perma-duping takes away from gameplay
, seeing how its exploiting a glitch , and making the game too easy , and not challenging
enough.

well if you want to raise any magicka at all
i would honestly do a spell that u have unlimited of that gives u lots of xp everytime and
set it to the button and do it repetivly u will get fast xp

Last Resort
If you finished the main quest , and no more gates of oblivion open , you can always
resort to "perma-duping" to increase your magicka as high as you desire , how to
perma-dupe is explained above.

Transcendent Sigil Stones
in order to get the best sigil stones , which are the transcendent ones , you need to be
at least level 17 , which is fairly easy to get , if you find it hard to level up , try
training your major skills , preferably the ones that you have a hard time increasing by
paying a trainer (5 skills per level) , that way half the job is done in matter of
seconds.
There are A LOT of different sigil stones , and it can be frustrating when you try to get
a particular one , a good trick is to save right before you take the sigil stone , that
way if the one you get isn't the fortify magicka one , then you can re-load and you will
get a different one the second time around , re-load until you get the desired one.
Be prepared to re-load several dozen times as the sigil stones you get are random , and
can take a long time before you get the right one. Don't despair however you WILL
eventually get it.

depends on a lot of things , first off which difficulty you are playing , if on easy then
anything with a drain health 100pts 1sec will kill every city guard and all humans in the
game , the only ones who can survive are ogres and liches. But for conversation's sake
let's ***ume you are playing on hard.
On target :
Fire/Frost AND Shock damage 50 pts for 5 secs. plus Weakness to all three elements plus
weeakness to magic 100%/20 secs.
for a master at destruction this will cost about 624 magicka to cast.
Fire OR Frost OR Shock damage 50 pts 25ft/5secs. plus weakness to the element 25-30ft/
10-15secs.
should cost a master about 695 magicka to cast depending on which element you choose.
Fire damage 100pts/30ft/1sec plus frost damage
25pts/50ft/1sec plus shock damage 25pts/50ft/1sec plus Damage Health 40-50pts/40-50ft/1sec
plus Drain Health 40-50pts/40-50ft/1sec
for a master this will cost about 794 magicka to cast.
there is also FINGERS OF THE MOUNTAIN that you can obtain by completing a side quest ,
it's a shock spell 200pts/10ft.
for a master it costs about 710 magicka to cast.
Shock OR Fire OR Frost Damage 100pts/10secs. plus Absorb Health 100pts/1sec plus Absorb
Magicka 100pts/1sec.
This will cost about 1019 to cast , you can adjust the duration or the strenght of the
Elemental spell , but if you are not a restoration master , make sure the dominant spell
is the destruction one otherwise you won't be able to cast it or even create it.
Fire OR Frost OR Shock damage 100pts/5secs plus Drain Health 100pts/60secs. plus weakness
to the element 100pts/60secs.
this will cost about 1061 , you can adjust strenght or duration.
Shock OR Fire OR Frost damage 100pts/10secs/ plus weakness to the element 100pts/60 secs
this will cost about 914 , you can adjust.
Fire OR Frost OR Shock damage 100pts/1sec plus soul trap 120 secs plus desintegrate armor
AND weapon 100pts/1sec plus Shock OR Fire OR Frost 75 pts/1sec plus weakness to BOTH
elements chosen 100pts/120secs.
this will cost about 641.
Fire AND Frost AND Shock damage 100pts/1sec plus Drain Health 100pts/30secs. plus weakness
to all three elements 100pts/30secs.
this will cost about 1001 , you can adjust.
if you don't like the idea of wasting all your magicka on a single spell or if you are
playing at a lower difficulty and don't need the most powerful spells possible , there are

NOTES :
magicka cost will vary depending on which you choose shock damage cost the most , and
frost the less.
These are some spells i created for different caracters , and some more are available ,
but since their magicka is in the thousands most of them i didn't bother writing.
Also , when you create a frost area spell , as soon as you cast the spell it will create a
"wall" as wide as you created it (ex:25ft) and will damage anything it touches until the
spell touches sonething or disappears from the screen, unlike fire or shock spells , where
the area damage will only damage enemies , in the area (ex:25ft) once the spell hits
something , which makes frost area spells , incredibly useful.
adding paralyze is also very useful , but costly , use with discretion.
any of these spells can be set "on touch" instead of "on target" and will make them cost
less , both to create and to cast , however it is easy to miss with a "touch" spell in
combat.

Clarification
Also , when you create a frost area spell , as soon as you cast the spell it will create a
"wall" as wide as you created it (ex:25ft) and will damage anything in the "wall's" area ,
until the spell touches an obstruction such as a wall , a tree or an enemy.
I couldn't edit , without screwing the text up , just in case it wasn't clear.

well as other people said be a high elf, have atronach and raising ur intelligence and
willpower but also keep in mind sigil stones and the university's enchantment things... ya
kno have it to fortify magic as much as ur soulgem can go or how much cash u got? ;)

easy way
Be a high elf with the apprentice birth sign. (the effect will help). once you have done
the tutorial complete mage guild quests and find a weakness to magic spell.make a weakness
to magic spell that does 100% weakness(5 seconds W2M1), and then make one exactly the same
just with a different name(5 seconds W2M2). while making the spells,make a long lasting
fortify magikca. once the spells have been made cast the first one,then the second one,
keep casting 1 then 2 then 1 until you run to the middle of your magicka bar,then cast
fortify magicka with a 10000% weakness to it, you will get alot of magikca.

easy way to do it
just get welkynd stones. found in any ayleid ruins and they regenerate your whole magicka
PLUS they're worth 50 bucks so if you're one for bulk selling, collect as many as you can
and poof. you've made a bucket load of money. they're only worth the full price if you're,
like, expert or master in mercantile so yeah... just keep 'em if you're not a master,
otherwise you probs won't get much. oh, another thing to do if you want money is go to all
the mages guilds, take the alchemical equipment, go to northern goods and trade in chorral
and sell them to the argonian chick, seed-neeus. Why? cos she likes you. she likes
everyone.

the best way to increase your magicka
2 increase your magick just start a new acc level all your guyz main stats up to 100
without sleeping or using a trainer then once there all up sleep then go to a trainer and
level up your main stats. if ive got my facts wrong go check it out on u tube
