Raminus Polus is his name and is either found in the Arch-mage's lobby (the tower) or in
the mage's quarters when he is sleeping.

The mage's quarters is only accessible once all the recommendation quests have been
completed.

Raminus wears traditional blue mage's robes.

once you have all recomendations speak to raminus polis at the arcane unversity he asked
you ake a staff once at wellspring cave go through to the other side kill the necroancers
then you'll find the staff in a coffin.
