O.K. So here are a couple of legal issues right quick.....
I have spent many hours figuring out the game mechanics in Elder Scrolls IV; and I have
developed the fastest and easiest way to build a super character... I retain the right to
this guide and it may only be used with my permission, that being said feel free to print
and utilize this guide to build your very own perfect character... However, if you wish to
put this guide onto another site you need my permission and you need to make sure that it
is known that I am the original creator of this....
Okay enough chit chat... Here it is... The perfect character build....
Part 1: The way it works....
So you have been playing Oblivion for awhile now and your character is a whopping lvl 20,
and you have come to realize that the enemies are kicking your ass because you are missing
some key skills.. So what do you do? You start over and build a new character, that's
what...
The game has a very unique method to leveling your character... Whenever you level up
any of your major skills 10 times (that is 10 total times i.e. 5 marksman and 5 sneak
will level your character if they are major skills) pretty simple right? Wrong. After you
level you are given up to 5 bonus points to add to your attributes. So how do you get 5
bonus points to these attributes? I'm glad you asked my friend...
Each attribute controls 3 skills and there are 7 attributes (8 if you include luck
but luck does not govern any skills, I'll get to that later though. These 7 skills govern
your overall health, mana, stamina, etc. and they all max out at 100. To get a +5 for 3 of
them every time you level it will take careful planning and some forced leveling. It is
also very time consuming (don't expect to do this in one or even 2 gaming sessions, it
took me nearly a week of playing everyday...).
In addition to leveling your major skills 10 times if you level a skill set 10 times
(before you finish leveling your character) you will gain +5 to that skill when you level.
Skill sets are the 3 skills that are governed by any given attribute, for instance,
strength governs blunt, blade, and hand to hand.. So, If you have blade as your major
skill and you level blunt 5 times then blade 5 times whenever you level up you will get a
+5 to strength... Simple right?
So here is the problem, every time you level you get the opportunity to get 5 bonus
points for 3 different attributes... But how do you get +10 to three different skills
without gaining 10 to your major skills? I'm glad you asked, the answer is called forced
leveling. Some of the skills are very simple to control, for instance, hand to hand... if
you want to level hand to hand the only way to do it is to fight hand to hand. As a matter
of fact the only skills that are truly out of your control are athletics and acrobatics.
Alright now that you understand a little better what is happening when you level
up lets pick your character and get started! Since when you finish this little character
build you will be invincible your character selection really doesn't matter, but I
personally like Bretons or Nords... But any character will work. As far as your birthsign
goes Atronach is awesome! Seriously half of all magic damage is absorbed (that's not half
the damage hurts you and the other half is absorbed, that's 50% of the time all of the
damage is absorbed) And with a couple of custom made pieces of armor you can absorb pretty
much all damage...
Got your character picked? Good, but what class do you choose? You make one, always
make one.. So create your class, specialize in the opposite of your characters natural
abilities (i.e. magic characters specialize in combat, slow characters specialize in
speed, you get the idea) and for favored attributes choose whatever your lowest attributes
are. Now for the most important thing, choosing your 7 major skills.
For this you want to do 2 things.
#1: pick one skill from each of the 7 attributes, and
#2: pick skills that you can control so that you don't accidently level up before your
ready to...
I can tell you this, Alchemy is a must have... It's easy to level, it can make you
rich, and it is probably the most valuable skill in the game... Hand to hand is another
strong choice, marksman is good, any spell can be leveled easily and intentionally...
Armorer is a good one. And sneak is also a good one. Now get you a pen and paper and get
ready to map out your course of action....
The first thing you need to do when you exit the sewers is gain access to the arcane
university in the imperial city (you need to create spells to level with) and the second
thing you need to do is go and get the staff of everscamp.. If you don't know where the
staff of everscamp is look it up... It is a side quest so it shouldn't be too hard to find
out where it is and how you get it... DO NOT COMPLETE THIS QUEST, YOU WILL LOSE THE STAFF
OF EVERSCAMP IF YOU DO AND YOU NEED IT!!!! Come back when you have done that and we will
continue...
You done? good... Take your staff of everscamp into any city (preferably the
imperial city) and get ready to force some levels... The process isn't too hard, all you
have to do is choose 2 of the skills from each attribute that you want to level to 100...
for this example I will use strength, endurance, and intelligence... for strength I chose
blade and hand to hand; for endurance I chose heavy armor and armorer; and for
intelligence I chose destruction and alchemy....
So here is the schematics for level 1 (this is just an example to show you the proper
method to leveling, you can plug whatever attributes and skills you want into this chart
and it will work...

Strength Endurance Intelligence
Hand to hand (major) +5 Armorer(major) +5 Alchemy (major)
Blade (minor) +5 Heavy Armor (minor) +5 Destruction (minor) +10
if you level destruction 10 times, then heavy armor 5, then blade 5, then armorer 5, and
finally hand to hand 5 you will level up plus you will gain +5 to intelligence, endurance,
and +5 to strenght(BUT YOU MUST NOT LEVEL UP YOUR MAJOR SKILLS UNTIL YOU HAVE FINISHED
LEVELING YOUR MINORS!) since you leveled each skill set 10 times and then 10 levels to
your major attributes... easy right? right! but what about level 2? and 3? and so on?
well, its easy too... following the same example I'll show you what you would need on
level 2 and then level 3...
LVL2
Strength Endurance Intelligence
Hand to hand (major) Armorer(major) +5 Alchemy (major) +5
Blade (minor) +10 Heavy Armor (minor) +5 Destruction (minor) +5
LVL3
Strength Endurance Intelligence
Hand to hand (major) +5 Armorer(major) Alchemy (major) +5
Blade (minor) +5 Heavy Armor (minor) +10 Destruction (minor) +5
now just repeat steps 1-3 until your strength, endurance, and intelligence reach 100....
Then when they do just drop whatever attribute hit 100 and add a different one to the
equasion.... For instance strength got to 100, then drop strength and put in agility along
with its skills in its place... by the time you get done your character will be lvl 30 or
higher and all your skills will be 100 and you never even have to leave the imperial city!
But how do you gain levels in blade or hand to hand without attacking people and
going to jail? I'll tell you, you know how those annoying scamps that are following you
around? (because of the staff of everscamp) attack them! they respawn indefinately and are
easy to kill... also as a side bonus if you hit them once they will attack you back (but
only the one you attack will attack you) so you can let them hit you and gain light or
heavy armor skills, as well as armorer for when you repair the damage done... you can also
shoot them for marksman...
What about magic skills? well, since you have access to the arcane university go to
the spellmaking pillar thing. Create a spell for each of the skills (destruction,
conjuration, mysticism, etc.) that is cast on yourself does very little damage and has a
duration of 1 second... for instance destruction, make a spell that casts fire on yourself
for 1 second with minimal damage.... then just cast that spell on yourself to level the
corresponding skill... easy right? actually, it is quite simple...
Acrobatics and Athletics are the 2 hardest to level, and unfortunately they are in
the same attribute group... so for this attribute light armor should be your major and I
use acrobatics for my minor when leveling up, jumping levels faster than straght
running... So, now you are on your way to being the perfect character... Remember to write
down something similiar to my chart since its very difficult to keep track of what you
have and haven't leveled when you have 30 "skill level ups" for everytime your
character actually levels....
Luck is the exception to everything I have said.. it has no skills and can only be
given 1 bonus point each time you level up, therefore if your luck is at 50 it will be 50
levels before it reaches 100... I personally don't care too much about luck so I just
level it after everything else is said and done, do with it what you want but I would much
rather rain fire from the heavens than get lucky every once in awhile....
While this doesn't seem too complicated to do it can be confusing, and it does take
quite a lot of time. Just remember that the staff of everscamp is of the utmost
importance, along with access to the arcane university... and remember to rest when you
level... That is really all there is to it... if you have any questions please email them
