Help!

when you head up the stairs after youve raised the bridge in london when ur trying to get on the zeplin and trying to go up to the secondbridge, there are a bunch of germans, after i kill ALL OF THOSE GERMANS i saw an elevator, but it doesnt work AND the doors under me locked. where do i go next because im stuck
